A lot of agencies I know you have to have a Finnish social security number, Finnish tax card, Finnish working permit and Finnish bank account. I know at http://www.vuokraovi.com/ you they do not have these demands for people, who are looking for rentals, so I would be looking for websites, that do not have all these requirements, all though I will get things done with the requirements, when I arrive to Finland.
